The theme, if it isn't
The theme, if it isn't obvious, is non-Attack cards which involve other players in some way.
As of Hinterlands, the three other cards which qualify but were not included are Possession (technically not an Attack; I decided to drop it because of the Potion cost), Ill-Gotten Gains (I decided to drop that because I prefer that none of the cards give Curses) and Fool's Gold (I was conflicted about dropping it, but something else had to go).
