I recommend replacing Envoy
I recommend replacing Envoy with Adviser.
This set becomes a slog with larger groups; best not to play with more than 3 players.
Alternative variant: replace Envoy/Adviser with Haven, Savenger with Cartographer, and Contraband with Tactician.
